Most any network will allow you to use your own pre-registered domain
name.  Of course, you'll need to have a friend with a stable machine
to provide primary name-service for you, if you're going to move
around a lot.  Some will provide name service either free (the
sensible price) or for less than $10 additional per month.

Don't let some company charge you for domain registration.  You can do
it yourself for $0.00 via e-mail.  If you're afraid to do it yourself,
I do it for my friends (including name service) for a six-pack of Diet
Pepsi. 

Some providers will NACR (announce to the network at large) any
network (number) you have.  Others will do it only grudgingly.  Some
won't offer it at all.  Some charge you a premium price for this basic
service.  (If I buy 28,000 bits of bandwidth from Foo.Net what do they
care if I've got ONE host or a class-A?)  If this is important to you
-- ask before you buy.
