  1.  Yes, Ameritech has an 800/888 RESPORG (Responsibe Organization) ID
Service at 800-337-4194.  It is an automated system where you key in the
800/888 number you are interested in and it reads back the responsible
organization/owner and their contact number.
  2.  Not that I know of. You would have to go the customer who owns the
800/888 number and get it from them if they want to give it out. The
RESPORG would know but I doubt they would give it to you. They translate
the 800/888 number to a 10-digit number and then route the call
accordingly. There is a 800/888 database lookup utility, but it is in
the telco switches and used for testing the queries to the database(s)
and it may or may not return the translated number, maybe only the
owner/carrier.
