Dnews is not exactly a proxy, but might be worth having a look at.

Why don't you use DeleGate? Get 'delegate*.tar.gz' from
etlport.etl.go.jp/pub/DeleGate/ and read 'manual.txt' in its doc
directroy. 

NNTP caching? Yes!
