The way the update works, if the orginal owner has used it it is then
usless to update any GPS except the one it was orignally used on. The
reason they make it reusable for one gps is one might want to change
back and forth from Europe to U. S. database. During the update the
computer checks the serial number of the GPS and encodes it somehow on
the disk.

This is not to say that there isn't a way around it. It only keeps the
honest people honest.
