First you should try to check wether the USB-Serial connection works at all. Install the converter, assign (if not autoassigned) a COM Port. Open Windows Hyperterminal on that port with 48008N1. Set Garmin Unit to NMEA. See if NMEA runs into your terminal window. If that's okay, there's probably a problem with GARDOWN and the USB-Serial communication scheme.
